Attackers are out there. Once they get ahold of a plain text password for a device local account, they can attempt to use those credentials to pivot to other devices in the network. If the account name and password are common to multiple devices it becomes trivially easy for an attacker to compromise them, harvesting other credentials as they rapidly expand their attack surface. This is exactly why infrastructures that were up to date were affected by Petya.
